If NSS racing is bracket or index racing why have restrictions on the cars such as carb size?
If I race another car in my class such as C/NSS is it a heads up race or is it still an index race?

It's so much the carb size as the type. I'd love to run Holley double pumpers on mine, but the car came with Carters, so.......
Just like they have to in the current Stock/Super Stock eliminators.
As for your index question. It's an index, not a bracket. For example C/NSS is 11.00. NOT 11.00 to 11.49. Two C/NSS still run off the 11.00 index. Run 10.999 and your opponent 15 flat, you're done. Different where in NHRA class racing the same class run balls out with no breakout.
Tell us about your car!!

Billy, NSS is a different type of eliminator race...Take a look at the complete rules and it will spell out how NSS is different from other index or bracket racing. With NSS you pick your index and run on it...once you declare your index and make an official qualifying pass on it...you are locked in for the duration. The you tune yourself and the car to stay on the index.

My car is a 69 camaro that I bracket race, but the car is street legal still. 10 to 1 compression 427 BBC, edelbrock oval port heads, victor intake, 750 street dominator, headers, mufflers, turbo 350 with a 12 bolt rear end.
Full interior 3450 lbs with driver. Car runs 10. 70s in the summer.
